They identified the characteristics of the car that they wanted to produce in Iran and sent it to foreign companies, which were conditional on the up-to-date engine of the production car and the transfer of technology and internalization.

Eventually, initial negotiations and agreements were made with the Italian company Fiat to produce the Fiat 131 and 132 in Iran, but in the final stages, Fiat representatives did not show up to sign the contract and cut off contact with the Iranians. At the same time, Peugeot contacted the representatives of the Ministry of Heavy Industries and announced that it was ready to negotiate for the production of Peugeot 405 in Iran.

The Peugeot 405 was a family four-cylinder sedan that was named French Consumer Car of the Year in 1988. The body of the Peugeot 405 was designed by the Italian company Peninfarina and was produced with 1600, 1800 and 2000 cc driving forces.

Simultaneously with the start of negotiations for the production of Peugeot 405 in Iran, Peugeot auctioned off the old production line of Talbot Company, which made Peykan parts. Apart from the Iranians who needed these parts to supply the existing Peykan parts, a Turkish company also applied to buy This was the production line.

The Turks wanted to export parts to Iran by buying this line, but despite the currency problems in the country, the government provided $ 13 million in credit, and the purchase of this production line became one of the provisions of the contract between Iran Khodro and Peugeot.

But this contract also had a third clause. Based on this clause, it was decided to sell Peugeot Motor Company and Peugeot 504 power transmission system to Iran Khodro Company so that this company could place these engines on the body of Peykan.

Iran Khodro produced an arrow with an 1800 cc engine and a Peugeot 504 gearbox, which became known as the Peugeot arrow. The car looked exactly like the Peykan, and the only characteristic feature was the difference in the rims, which used Peugeot 504 rims. To begin with, Iran Khodro was supposed to produce 48 Peugeot 405s, for example, in the line it had equipped for this purpose, but part of the Ministry of Heavy Industries, which had to issue a license to import the 405 Model CKD, refused to do so. CKDs remained at customs. Apparently, the dispute between the then CEO of Iran Khodro and one of the managers of the Ministry of Heavy Industries caused the customs not to allow the clearance of Peugeot 405 parts.

At the height of these disputes, a new government came to power and the managements in the Ministry of Heavy Industries and Iran Khodro changed. The change of management made the issue of Peugeot 405 production dependent on the decision of the new managers. It was very inappropriate and the new government had to think about meeting new needs.

But at a time when Iranians were concerned about meeting domestic needs, Korean automakers were struggling to find a way to enter global markets. Unlike the Iranian carmakers, they were private companies and could not have a share of government budgets, so in order to survive, they had to expand their export markets, and this was only possible by increasing quality and keeping prices low.

Hyundai quickly introduced the second generation Hyundai Sonata after it was not welcomed. The second generation of this car was built on the platform of Mitsubishi Galant and was designed by Italdesign, although this car was able to enter the US market, but the negative mentality of American consumers, which was created after Hyundai Excel, prevented it from selling. It was in the US but the car market in Canada was very good.

That's why Hyundai has set up a plant in the Bromont region of Quebec, Canada, to reduce prices in the North American market. The factory was 150,000 square meters and its 800 workers produced 2,000 sonatas a week.

In the same year, Daewoo continued its technical and engineering cooperation with General Motor Company and launched a new car called Daewoo Spro. The Sparrow was built on a platform owned by the Australian company Holden. The body of the Sparrow was designed by the Burton Group in Italy and was marketed with three engines: 1500, 1800 and 2000 cc.

In Iran, Iran Khodro was on the verge of closure due to the non-start of production of Peugeot 405. So the minister of Heavy Industries gave the permission to produce 50 thousand Peykan and by this permission the subject of producing Peykan successor stopped at the beginning.
