He stated that it is necessary for powerful component companies to form a consortium to produce cars by working together and to work on technology, innovation and risk-taking.

This proposal is while the activists of the parts industry believe that there is no culture of participatory work among the parts manufacturers, and this will make this proposal unfulfilled unless the Ministry of Industry, as the proposer of this plan, motivates the activists in the parts industry. 

Mohsen Razmkhah, a member of the board of directors of the Association of Homogeneous Industries, Powertrain and Parts Manufacturing, said in an interview with Khodrocar that emphasizing that forming a consortium alone will not solve the problem: "A program that is defined for the consortium and its goals It is very important because if this program does not include meeting the financial needs, technical knowledge, advanced machinery and equipment and advanced management, the work will not get anywhere.

Referring to the history of the consortium formation plan among the component makers, he states: Due to the lack of a culture of participation and the low culture of participatory work in Iran, the consortium will not be formed easily.

Razmkhah adds: "Currently, component makers are reluctant to unite and do collaborative work, even with increased power, to be able to do productive work, so forming a consortium will not solve the problem unless the points are addressed."

Explaining the differences between the merger and the consortium, the parts industry activist explains: In the matter of mergers, companies buy shares of each other's companies and the properties are merged, but in the consortium, on a joint project, joint cooperation It is possible to maintain the identity of the company, which is not possible in the current situation because the preparations have not been made and the plan of the Ministry of Industry to support the consortium is not clear and until a comprehensive plan is developed, no The company will not be willing to cooperate.

Razmkhah continues by pointing to the lack of a history of participatory production in the parts industry: For a long time now, companies have been active in the field of parts production, and although it was decided in a period of time to implement the idea of ​​shooting in the parts industry Due to the lack of acceptance of component makers and the lack of a culture of joint cooperation, it was never formed despite the pursuit of Sapco and Sazeh Gostar.

Regarding the general desire of component makers for participatory production, despite the definition of a support program by the Ministry of Industry, he said: "The desire of component manufacturers to achieve participatory production is directly related to the package proposed by the Ministry of Industry A specific schedule and schedule, along with the expected amounts and payment time, this package can be reviewed and can be an incentive to form a consortium.

He adds: "Currently, due to the weak culture of participatory work, the component maker tends to act independently in spite of problems with production, but does not accept the risk of participatory work unless there is a strong motivation in this regard."
