Although the Ministry of Industry, as the main trustee of car manufacturers, has been claiming the privatization of this industry for many years, but to date, in practice, it has not taken any positive action other than transferring shares to governments or companies affiliated with car manufacturers.

It was about 6 years ago that President Hassan Rouhani announced at the International Automotive Industry Conference the policy of the 11th government in the automotive industry to provide this market to the people and privatize this sector and stressed that the government is never a good manager in industry, including industry. It will not be the car industry or even the economy as a whole, the car industry must be fully privatized and competitive.
 
However, and after a long time of this claim, not only no positive steps have been taken in this regard, but also the rest of the shares are in the hands of governments to show that there is no serious determination to privatize the automotive industry.

The news of the transfer of Iran Khodro shares to the banks has been raised while the car manufacturers recorded strange records in the accumulated losses last year, and some consider this transfer to be the shoulder of the government to avoid these losses. At the same time, it is feared that Iran Khodro will become the fate of companies such as Hepco by transferring its shares, although experts in the field of privatization of active manpower and the dependence of many of them on the automotive industry are an obstacle to this situation.

"This model of transfer is only the transfer of assets and does not mean privatization, so it does not matter if Iran Khodro shares are owned by Idro or transferred to banks, and the type of transfer is not correct.” Mehdi Haji Vand, expert of stock market told khodrocar reporter.
 "Some believe that carmakers will face a fate like Haft Tappeh or Hepco after being handed over, which is not a good example because the active manpower in Iran Khodro is far more than this Hepco company and this company should be considered as a small island in While Iran Khodro has active manpower all over the country.” He said.

"Currently, the parts industry as a supply chain is dependent on this industry and a large number of human resources are dependent on this industry. Therefore, due to the social consequences of this issue, the government, like its annual support to these two companies and allocating thousands of billions of tomans of resources, It will prevent such a fate from becoming.” He mentioned.

"More attention needs to be paid to the model of divestiture and privatization as well as the structure of the automotive industry.” He continued. "We are currently opposed to any transfer or privatization in the automotive industry, because even companies such as BMW and Benz will buy Iran Khodro shares in full, but they will not be successful in this situation unless, as in the experience of others. Countries should reform their structures at the same time as privatization.”

"According to the law, the transfer of shares to foreigners is not possible, and on the other hand, this model of transfer, which is only pocket to pocket the shares of automakers, can’t be considered privatization and we can wait for its success or failure.” He said.

"When carmakers' shares are transferred to banks or Idro, there is not much difference in the government's share in the car industry. It had positive effects.” He said.
