One of the main conditions of ministry of industry, mine and trade for having foreign cooperation was transferring technical knowhow to automakers and force them to 40 percent localization but the result is opposite.
Khodrocar – Two major French companies tried different ways to cooperate with Iranian part makers and Renault had to obey three main conditions of localization, transferring technical knowhow and export and establishing a technical center in Iran. So part makers invest in different fields to be okay with Renault goals.

Meanwhile, Peugeot was insisting on joining Iranian and French part makers so IKAP contract wrote to do the 40 percent of localization.

An examination of the current trend shows that although Iranian manufacturers have largely adapted themselves to these changes, but what was to be transmitted to Iranian contractors under these contracts did not actually take place. However, the chairman of the Unified Power Industries Association and other producers have a different opinion.

"Renault or Peugeot does not directly transfer knowledge to the instrumental piece, and the technical knowledge of the piece is transferred to the instrumental piece.” Mohammad Reza Najafi Manesh, president of part makers association told khodorcar reporter. "Iranian part makers who have contracted or contracted contractors or Jonathan Vancouver have succeeded in acquiring technical knowledge and receiving it.”

"There are a thousand pieces in a car. In this situation, the Iranian component maker has agreed with a foreign instrument maker for the production of a specific piece of automobile seat, which, according to available studies, shows that the technical production of this piece of equipment is now complete the Iranian component maker has been transferred from the contract.” He said.

"At the same time, it may not have been contracted to produce a piece like the ECU, so knowledge has not been transmitted. In other words, companies that have come to an understanding with the outside party for a piece of production, and have made a move to create a venture.” He added.

"The dissatisfaction of the makers of the lack of utilization of the current investments is due to the lack of production and stopping of the production line of cars intended to be produced in accordance with the agreement with Peugeot and Renault in Iran. The transfer of know-how based on these contracts is done only for similar foreign parts.” He told.

Despite these remarks, the current trend shows that although Peugeot and Renault, as the two major car makers in the country, each entered their own internal cooperation in the automotive industry and sought to develop Iran's component industry, but these goals were in practice For some reason, including the return of Iran's sanctions and withdrawal, as well as the lack of tightness of car industry contracts with foreign partners, they never entered the implementation phase, and now only the investments made in this area are on the heavily contributing parties to the lack of liquidity.
